I appreciate your timely refreshing of the article in the Rehab Pro, as you co-authored with Nick Choppa. Although that was published a half dozen years ago, the foundation still remains as an excellent framework of understanding the topic and its process. (And it may be easily downloaded right here on the IARP website- and free to IARP members.)
Of particular note to me here that your article also mentioned the use of progressive Tables of the DVD as one identifies the Evaluee over time, between DOI and their demise. Similar to the aging component of LCP's, one's contribution to HHS indeed changes as they - and family members- move forward in time.
A major criticism of LHHS plans that I see, the authors select one DVD Table by the Date of Incident and then use its data onward by multiplying its value by the number of life expectancy years remaining. As I have illustrated in my own Assessments and multiple professional presentations on the topic, that is not a valid methodology, and it is quite readily stuck down. In lieu, I describe my use of progressive Tables in terms of what I identify as "staging" units for a more accurate reflection of the individualized Evaluee (N=1) in each of these cases, as well as reflect the intended use of the DVD Tables.
Overall, although we are aware that Loss of Household Services evaluations have not been typically part and parcel of most VRC's scope of practice in the private sector (as different from the public one), our professional turf certainly encompasses this service. My intent here is not to eliminate Economists, but rather to broaden the legitimate horizons of the VRC. It is ours- singly, and as a profession- to promote and educate the legal parties accordingly going forward. In my own cases, Economists continue to be thereafter involved in the topics of Present Value, T Bills, inflation, etc. as is germane to their occupation and expertise.
Interestingly enough, while the financial value of work in and about the household is given its due merit here, these evaluations prove useful for the monetary identification of the typical male, as well as typical female, contributions. An application of this "norm" data meanwhile does not prohibit nor prevent the Clinical Judgment of the VRC from assigning appropriate percentages against the norms– higher or lower- as we know the particulars of the individual in the case at hand. In many cases, when I learn that one simply "does not do" certain categories of tasks, it is easy to simply eliminate that line item, for instance.
IMO, it is not time for "Women to Quit Housework (Again)." (And this man btw proudly does his share too!) The issue rather is appropriate acknowledgment and appreciation for how much and how well we assist one another in a household unit, and how much we "lose" when that individual is no longer able to provide their respective service as it needs replacement towards "making things whole" again.

Beyond being sociological phenom and cultural indoctrination, the whole topic of "Household Services" has become an intrinsic part of my forensic practice over the past several decades. To be clear, that part of my practice is not one that I consider to be "as an economist" in any sense of "staying in my lane." True. Economists have for a long time "taken the lead" on this litigated topic, but only because most private practice VRC's have not given it thought, and learned how to use ATUS, etc. in compiling the value of the topic. The lack of VRC participation in this litigated topic is certainly not due to any lack of professional qualification.<o:p></o:p>
Household Services at times may be part of a Life Care Plan, but typically the topic has not been covered there to nearly the full extent of its value. For me, the distinction between a LCP and LHHS typically, but not always, comes down to "what the Evaluee formerly did/needed for oneself pre-incident, compared to what, post-Incident, newly does/needs for oneself (LCP). This is different from "what the Evaluee formerly did for others and no longer may do for them (LHHS). Others may have alternate distinctions. <o:p></o:p>
Household Services is based on "function," and movement, identical to the sense that we as VRC's use in quantifying the value of earning capacity. Household services has traditionally been part of Rehab Plans, and the public sector has always acknowledged this in some way in providing benefits to the person with a disability. Similar to LOEC evals, medical opinions and "caps" are the foundation to establish the extent of (loss of) function in and around the home. The "financial value" of these services is truly part of the damages to be recognized in many venues. Meanwhile, VRC's are certainly well-trained in foundation to be qualified in giving related Opinions thereof.<o:p></o:p>
So, the "Venus and Mars" among us continues to be part of our lives... I think that the playing field may become a little less clouded and more respectful as starters if and when we attach financial value to what we tend to take for granted in everyday function and movement. Adding this topic to our own service menu (for Plaintiff and Defense purposes) is something that I also highly recommend. <o:p></o:p>
