Jeffrey Joy, Ph.D., CRC, CEA, ABVE-D, 
Dr. Joy offers more than 23 years’ experience serving persons with disabilities in various vocational rehabilitation settings. Dr. Joy evaluates complex employment and disability matters involving assessment of an individual’s work capacity, skills, labor market access and earning capacity.

Dr. Joy has testified as a vocational and economic expert in both State Superior and Federal District Court jurisdictions as both a consulting and testifying Vocational Expert in Personal Injury, Workers Compensation, Family Law matters, ERISA and ADA discrimination matters.

Dr. Joy’s past work includes that of Director of Vocational Services and Vocational Rehabilitation Counselor for the Department of Veterans Affairs and has served persons in various vocational rehabilitation settings. Dr. Joy is nationally certified as a Rehabilitation Counselor by the Commission on Rehabilitation Counselor Certification. He is also a Board Certified Vocational Expert–Diplomat by the American Board of Vocational Experts as well as a Certified Earnings Analyst by the American Rehabilitation Economics Association (AREA). From 2017 through 2020, Dr. Joy served on the Board of Directors for the American Rehabilitation Economics Association where he has served as a Board member at large, Internal Vice President and External Vice President.

In 2017, Dr. Joy graduated with a doctorate in philosophy in Health Related Sciences at Virginia Commonwealth University. In addition, he earned a master’s degree in Education and Rehabilitation Counseling from Kent State University and a master’s degree in Business Administration from Cleveland State University. Dr. Joy is a Board certified Vocational Expert. Additionally, he holds certification as a Rehabilitation Counselor, Vocational Expert and Earnings Analyst. He has testified in numerous state and federal jurisdictions.

Presentation Summary: 

Vocational evaluators commonly consider a wide range of functional limitations on employability and earning capacity. Some limitations are obvious while others are more nuanced. Among the more complex limitations involve fingering, handling, reaching and standing.

Learning Objectives

  • Audience will review the role of the vocational evaluator in settings such as SSA, Workers Compensation, Personal Injury and other settings.
  • Audience will review Department of Labor Guidelines on fingering, handling, reaching and sanding/walking and contrast with peer-reviewed research.
  • Audience will understand how to identify limitations within records and how to make necessary requests from medical treaters for supplemental information.
  • Audience will review methods for discussing limitations within their report.
